Keep the IDE out of the Node test runner.

test_runner.js died at load with "document is not defined": deploy.js
lists the legacy IDE, whose stylesheets require-css inlines behind an
injector that writes a style element.

The IDE is stubbed as jquery is, as contrib-legacy's own runner now
does. It is a browser tool without tests.
