Depend on the official jquery-ui package.
jquery-ui-dist is a third-party repackaging that stopped at 1.13.3 and
pins jquery below 4, so npm installs a private jQuery 3 beside it.
The jQuery UI team's own jquery-ui package ships the same bundle as
dist/jquery-ui.js, and its 1.14.2 is tested against jQuery 4.
Helios declares the jquery-ui path from the official package now, and
with both installed, which one the config writer kept was down to the
order it walked the directories in.
